whether a trust body which employs 20 or more security guards for maintenance of a eco garden which has a specific entry fee is bound to pay minimum wages under the MW Act 1948?

Why not? Trust is not only the constitution of the board of directors or the owners, but under the trust, they are employing employees to engage in remunerative or profitable business activities. If trusts were to be exempt from statutory obligations, all businesses would operate under a trust, and there would be no need for registration under the Companies Act or Partnership Act. Wherever workers are employed, all labor laws should be adhered to. While certain laws may apply only to establishments with a minimum number of employees, the requirement for minimum wages is not dependent on the number of employees.
