Can someone please tell me the new Basic and DA rates in Uttarakhand? Here, I attach a notification of the new minimum wages. Can someone tell me if that includes only the basic rate or if it also includes DA? Please go through the attached notification and help me.

Notification on Revised Minimum Wages
The above notification was issued by the Ministry of Labour & Employment on March 6, 2013. Through this notification, the government, after due consultation with the state advisory board, revised the rate of minimum wages in scheduled employment as mentioned in Annexure-1. The revised rates of minimum wages have been fixed at 203 points of the All India Consumer Price Index (AICPI) Series (200=100), which is the average point for the period from January 2012 to July 2012. As per the notification, any increase over and above the point 203 shall be neutralized by multiplying it by Rs. 20/- per point, and it shall be passed on with effect from April and October of each year, considering the average AICPI of the preceding and current six-month period.
The Variable Dearness Allowance (VDA) for the preceding year period from July 2012 to December 2012 is likely to be announced by the state government very soon. The average point for the period from July 2012 to December 2012 is 216. Hence, an increase of 13 points shall be neutralized by multiplying it with Rs. 20/- per point, which shall be effective from April 1, 2013.
In view of the above facts and figures, the VDA is likely to be announced as Rs. 260/- with effect from April 1, 2013. Notification for the same is being awaited from the UK government.
