Please elaborate on what you really mean by preparing an SOP for your department. Does that mean you want to set some basic procedures for the functioning of your Training and Development Department, or does it mean you want to assess the training needs and how to impart training to the employees of your whole organization? Please elaborate. Also, let us know how big your department and organization are, the nature of the business, and the hierarchical structure, etc., for giving meaningful suggestions.

The methodology of how you want to write an SOP depends on the organization you are working for. I can provide a simple "work process" that you could modify into an SOP. This structure is one I used for my training department's ISO certification.

As other members have rightly stated, you need to be clear on what exactly you need. The process sample provided by CTFoo should be adequate for you to understand the process in general.
Using Your Company's Standard Format
If your company is already ISO certified, please use your company's standard format for SOP. If not, you can use any format. The basic areas to cover in an SOP are:
1. The purpose of that particular SOP
2. What is the scope - extent of coverage of SOP
3. Definition of any process/activity for clarification
4. The SOP or work instructions in detail
5. The reference procedures, forms and formats, documents, etc., if any.
Defining Your SOP
Also, please take care of the following while defining your SOP:
1. Write clear sentences to cover who, when, what, where, why, which, and how.
2. Check if this step is really required.
3. Action - Is this to be done in this place only?
4. Sequence - Is this the best order of events?
5. Person - Is this the right person to do this?
6. Method - Is there a better way of doing this?
7. Reduce/eliminate or change the task/step that may not add any value to the process.

Thank you for all your replies. My company is an ISO-certified organization. I am in need of Standard Operating Procedures (SOP) for the Training and Development department. We provide training at three different levels:
1. New joiners
2. Yearly calendar for staff and operators
3. Skill level up (Monthly)
I would like to create SOPs for the aforementioned three levels.
