If I understand you correctly, you want to draft a communication to the MD of a manufacturing company requesting a plant visit by a visiting foreign delegation. Most companies do not encourage such visits unless there is a perceived benefit or business opportunity for them.
Issues Involved
1. Drafting the letter
2. Giving a compelling reason for the plant visit
3. Indicating/sharing the possible benefits to the MD and his company as a result of this plant visit.
Since you have shared very little information about your role in facilitating this visit or the delegation's interest in this visit, I would not be able to give you a suitable reply.
For your reference, I am sharing a draft reply that could be modified suitably by you to meet your requirements.

As is his wont, Mr. B. Jacob has provided you with a very good draft. Perhaps you can add the delegation strength and also explain who is who? Sometimes, the inviting organization could be selective in inviting the guests. For example, they may invite a Marketing executive and not an R&D executive.
