What points do you wish to cover in the proposed policy? I am not sure if such matters or issues are part of any company's policy. Why not discuss with the local traffic police – you could get the right inputs from them.

In our plant, we are planning to provide shelves to individual employees for storing their crash helmets in the parking area. This will ensure that employees use helmets at all times. They can store and retrieve their safety helmets from these shelves.

Helmet Usage Policy for Parking Premises
All employees must use a helmet in order to use the parking premises of the company. Otherwise, the vehicle will be parked outside the company premises, and the company will not take any responsibility for vehicle security. Additionally, a fine of ₹100 will be charged.

A nice way of handling the issue—except for the fine part. I am not sure if you will be 'entirely legal' since—to the extent I know—only the Traffic Police can levy any fines for such violations. Better check it out before implementing.

I do not see any problem. In fact, you are ensuring legal compliance by your employees. The only obligation you might have is that the fine amount collected must be used for welfare activities. Your company must be aware of this. In India, this works very well.

As suggested by members, go ahead and write your policy. I would suggest bringing a brain surgeon/neurosurgeon to make a presentation on head injuries. Sometimes, fear appeals do work.
