Unionized workers are governed by a wage structure, including a formula for fixing the Basic, FDA, VDA, etc. The bi/tripartite wage agreement between the management and union itself provides such a formula. The VDA is revised once a quarter or half-yearly based on the CPI (Consumer Price Index) or WPI (Wholesale Price Index) as the case may be. The cost of living is the reason for such a periodical revision. The Ministry of Labour, Govt. of India, publishes the indexes from time to time for effecting the revision in VDA (rarely the VDA is revised downward also when there is negative inflation in the economy). You may obtain the price indices for VDA purposes from the websites of the Ministry of Labour.

Wage calculation is done in two types:
1) Keeping it the same for all months, regardless of whether a month has 28, 29, 30, or 31 calendar days (since the weekly off-holiday is a paid holiday whether it falls on a Sunday or any other day as per industry practice). In this case, calculate as follows: 30 minus 4 = 26 days, so the Daily wage = prescribed wage / 26 days.
2) The second method is to work out based on the actual days of each month minus the actual weekly paid holiday. For example, for May 2012:
- Number of calendar days = 31
- Less Paid Weekly off = 4 days, which equals 27 working days
Therefore, the daily wage is = Prescribed wage / 27 = Rs....
If a person is present for all working days except the weekly off, then the full salary should be paid without calculating the daily wage. Daily wage calculations may be necessary when a person is absent for a few days in a month to adjust wages for the absent days. Any questions?
For the payment of gratuity, the calculation should invariably be wage / 26 days without considering all the weekly offs, etc.

In Andhra Pradesh, any place that comes under Capital/Greater Municipality/Municipality/District Headquarters/SEZ, etc., falls under Zone I. Rural/Remote/Agencies/Areas are categorized under Zone II. Andhra Pradesh has 60-70% of regions under Zone I. Therefore, it is always preferable to consider Zone I. The salary breakup is clear.
