I have been working as an ISO consultant for various standards for the past 5 years. I don't think that there is any specific responsibility designed in the ISO standard for any particular department. The consultant will appoint a Management Representative (M.R.) from your organization during the consultancy and documentation phase to implement the entire standards. Only the M.R. shall be responsible for responding to certification audits, interacting with auditors, and providing all the necessary documents and formats demanded during the certification audit.

With due respect to your experience in the field, I am a little bit disagree with your comment. Why is MR only responsible for auditing? For any organization to obtain IMS, they need to do a lot of work. It's a collective effort of all the departments of that organization leading to a successful audit and helping in obtaining certification. MR alone cannot maintain all the documents needed for certification.
When it comes to our organization, competency development through training is the responsibility of HRD. They have to keep all the relevant documents required under clause 4.4.2 Competence, training, and awareness of ISO 14001-2004.

First of all, it's Dipil, not Dipti.
In our organization, MR is the overall coordinator. At the time of an audit, he calls the department representative to present the relevant data in front of the auditor. It is not the MR showing all the documents; it's a collective individual departmental responsibility that does not fully lie on MR.

I understand that your basic qualification is a postgraduate in sociology, which means you do not have a background in engineering with a degree or diploma.
As per the Factories Act and rules, the basic qualification for a Safety Officer is as follows:
- Diploma or Degree in Any Stream of Engineering
- Degree or diploma in industrial safety recognized by the State Government
If you have an engineering background, then it is advisable to pursue a course in Safety. Otherwise, it may not provide you with any benefits in India.
Regarding Safety courses, the most reputable institutes conducting Safety Courses are CLI in Mumbai and RLI at four different locations.
