I feel that we should also include the career development part because now some of the talented and intelligent workers are aspiring to take higher responsibilities. Nowadays, most of the workers' children are into engineering and other professional courses, and they want to see their parents in higher positions (other than worker). This is what I personally experienced, and to that extent, we changed the designations of workers to Technical/Production/Lab associates. Some of the core unionized workers sacrificed their status and accepted the offers of Jr. Officer - Production, Maintenance as part of their career growth and social status. Considering the above facts, we should concentrate on the career development of the workers.
