It's nothing special; qualifications are required for an HR professional in IT. Anyhow, you will be working as a general HR, and there will be a separate team for taking technical interviews. It is preferred to have basic knowledge.

There is no special qualification required to join IT HR. IT companies, like any other, prefer someone who broadly understands the business and is fairly savvy on the computer. The bigger challenges and demands are: good in computers (office package), good communication and emailing abilities, quick at work in a dynamically changing environment, and preferably knowledgeable about the various technical skills in the company and ability in talent acquisition. Knowledge or ability to understand technical projects/processes is the bigger advantage apart from good HR conceptual clarity.

It depends on the role. Is it HR or an IT Recruiter?
HR Position
If it is an HR position, then more than IT knowledge, it will be HR knowledge and experience that matter for the organization. HR rules and regulations are more important for an HR position.
IT Recruiter Position
If it is an IT Recruiter position, then IT knowledge plays a more vital role than HR knowledge. For an IT Recruiter, basic skills like good communication, MS Office, Outlook or Outlook Express, Internet Explorer or Firefox, along with other knowledge in areas such as Developer, Tester, Analyst, DBA, etc., are important.
