Please shed some light on the formation of a safety committee in a larger organization. According to industrial safety regulations, the safety committee should consist of an equal proportion of workmen and management personnel. I would like an explanation on how to maintain this proportion when an organization employs a larger number of workmen (labor, operators, etc.) compared to management personnel. Additionally, please elaborate on the scenario where 90% of the workmen population is contractual. Kindly also provide insights on how the committee should be structured in terms of its composition.

I might know one or two things about committees. To form a committee, you need Terms of Reference defined within that document. You need to include the following:
* Definition of the committee
* Objectives
* Business Requirement or Purpose of Forming the Committee
* Who are the members and what are their roles in that committee
- Chairperson - Usually the HSE officer of the company
- Deputy Chairperson
- Secretary of Committee
- Members
* What is the target of the committee (target achieved)
* Frequency of meetings
Word of Advice:
To have a proper Safety Committee that can report and control safety aspects in the company, regardless of the industry, you should have a member in the committee that represents each department in the company i.e. (admin, HR, Marketing, Project, Operations) depending on the size of the company.
These employees should be focal points for the following:
* Incident reporting – you need a form and process for this
* First Aid Kit – Custodian
* Assisting the Safety department in spreading Safety/HSE Awareness.
* They are the ones to be trained on a professional level in all safety aspects within their capacity.
Don’t forget that all employees of the company also have to have awareness sessions on Safety Aspects, Basic First Aid, Fire Drills.
