Dear Mr. Kumar,
As per the law, those contractors who are directly involved in civil work are required to comply with the Building and Other Construction Workers (BOCW) Act. If a contractor fails to register under the BOCW Act, the Principal Employer (PE) is held liable to pay cess under the BOCW Act.

Dear PK,
Is this Act applicable in Haryana? If an employer (PE, Contractor) having 10 or more workers is liable for registration under BOWC Act. Cess amount is not less than 1% and not more than 2%. This amount is to be deducted by PE on the contractor's bill and submitted to the labor office. Where PE (Principal Employer) is supplying civil materials like cement, rods, and any other materials to contractors, he has to pay 1% or 2% as the case may be of the supplied materials cost.
The Social Security benefits to be extended to the registered construction workers are as follows:
- Accident Benefit
- Pension to the beneficiaries on completion of 60 years of age
- Family Pension
- Invalid Pension
- Death Relief/Funeral Assistance
- Loan & advance for construction of a house
- Group Insurance
- Financial Assistance for major ailments of beneficiaries and dependents
- Maternity benefit to female beneficiaries
- Marriage benefits
- Tool advance
- Financial assistance for coaching in specialized subjects
- Grant of loan subsidy to a local authority in any scheme connected with the welfare of the Building/Construction workers
However, the above benefits are some examples. But the decision of the Board will be final.
