You are correct, but the Open Door Policy is not only about every manager's door being open. It means that employees can share or give feedback to their immediate supervisor and manager, including top management employees like the CEO as well.
No doubt, the Open Door Policy creates a strong relationship between employees and management but also gives them a chance to participate in management decisions.
