Can anyone explain the meaning and intended activities mentioned above? I don't see how third-party agencies can perform a function that the HR department cannot. The question arises: Is it so difficult, or are HR personnel incompetent to conduct such exercises, or are they afraid?

Antecedent verification requirements are predominantly due to the following:

- Family Background and Character of the candidate: Doubtful Integrity
- Verification of Educational Qualifications: Fake Certifications/University
- Past Employers: Level of Work Exposure, Performance & Discipline
- Court Cases: Thefts, Frauds, Criminal Offences

Nothing is discussed in the above advertisement, and all these points are beyond the reach of a third-party vendor if the HR department cannot manage them on their own. In my experience, no employer discloses any information to a third party and is reluctant to comment. This can be done through a reliable HR department by a simple verification method.

There is no harm even if the previous employer is contacted directly by HR department personnel because in 80% of cases, verbal acknowledgments of antecedents queries are responded to positively by past employers. In most cases, they appreciate if someone inquires about their ex-employee.

This is ridiculous.
