Follow a simple approach. There are no rules for this game; it depends on your owner's perception. An owner may find his secretary more valuable if she is the secretary of his choice, and a Project Manager worthless if the owner dislikes his face or physical appearance.
Seriously, you should follow the hierarchy by listing all the jobs in your organization from the most important to the least important. Then, place them according to their reporting structure, and verticals in department heads with subordinates, positioning them as per salary and pay levels.
