I got an email from TCS HR asking for uploading the documents and current organizations pay slips. But we haven't discussed the expected CTC or any final package that will be decided if i join the organization. Is it normal or am i being misled?

When it comes to reputed organisations like TCS, they have well defined policy on salary fixation for new appointments. There is not much scope for negotiation. They would be the best in the industry, for sure. So upload the documents, probably HR would get in touch with you and inform the package and other details, you can await your offer.
