4 COFF are pending, And employee went on leave for 7 days, can be adjust COFF with leave???

The normal practice in Government Service is that compensatory off can be clubbed with casual leave only. I think the same practice is mostly followed in the industrial sector. However, as I understand it, the total number of days of absence availed of when clubbed with casual leave should not exceed the ceiling on such authorized absence.
