As Gaurav said, ICFAI is good.
But from what I have heard, the problem with ICFAI is the materials are too tough to study especially when you are working. You really need to work hard. Please do inquire with people who are already doing the course there.
I would suggest that you can try Symbiosis Distance Learning Centre, Pune for the diploma in HR. (www.scdl.net).
I am myself doing PG Diploma in Business Administration (HR) from SCDL. The course materials are really good and in simple language which makes it easy to understand. You can email your doubts regarding the study materials to the professors and you get a prompt reply answering your doubts (That's one of the things I really like about SCDL).
E-learning makes it easier to study. An hour or two on the net makes it really easy to study. And taking the exams is also easy. Do check out the site for further details.
