I have joined a company where there are no HR policies or any department. We have recruited a peon/office boy/pantry boy for internal and external work, and now I don't know how many leaves he is allowed.
In general, we have a policy of 20 earned leaves and 10 casual leaves. Are we supposed to give all of these to such a position, considering we do not have any substitute for him?

Whether or not your company has any HR policies, a peon/office boy on the regular roll is entitled to the same number of leaves as any other regular employee. Merely being a peon or at the lowest level of the hierarchy does not make him ineligible for the leave entitlements.
