As a Labour Contractor (proprietary concern) operating in Bangalore with less than 100 workers on contract, is it necessary to register with:

a) Shops and Commercial Establishment Act and/or
b) Labour License
or both?

We do not plan any trade in Goods.

Yes Sir. You need to take both Registration Certificate under Shops and Establishment Act and if you have engaged in contract work then License under Contract Labour Act. With Regards N Mohan

Before providing the service of supplying manpower, you must register your proprietary concern under the Karnataka Shops & Commercial Establishments Act, Professional Tax, ESI, EPF, and GST. If you are supplying more than 20 workmen, the principal employer will issue Form V, and you will need to apply for a license under CLR & A.
