I am working in a hospitality organization. I started my job on May 25, 2021, and today is July 5, 2021. The organization hasn't paid my salary, and when I inquire about it, the HR team says they have to hold 10 days' salary as per their rule. There is no provision in any rule or government policy to withhold salary, yet many organizations deduct the salary of new joiners with impunity, possibly as a safety deposit. This is clearly illegal, and you can protest against it after the salary is received. If they don't pay in full, you should ask for a written receipt of the deposit so that you can claim it later.
