Dear colleague,
Please send him a letter stating that he has been absconding from duty for a long time after putting in barely 15 days of service and require him to report and explain the reasons for his unauthorized absence within 2 days from the receipt of this letter. Failing to do so, his name will be struck off from the rolls.
Most likely, he will not report as required, so you should implement the decision. Keep his dues on hold until the separation is completed.
