I work in a PSU bank. I was on leave from 13/8/2018 to 23/11/2018 on medical grounds. Total leave taken was 103 days, with 27 days of leave balance available, but they deducted only 20 days. So, there is a loss of pay for 83 days. I resumed working from 23/11/2018. When I discussed the recovery with management, they informed me that they would not provide any compensation for the next three months.
Is this fair? How will I survive in Chennai for three months without a salary? What options do I have?

Leave Entitlement and Balance Check
Please clearly check and state how many years of service you have, what was the leave entitlement under EL/PL, SL, and how much was the balance to the credit of your leave account before going on leave (prior approval).
Application for Sick Leave
Did you apply for the grant of sick leave by attaching the medical certificate before going on leave? If you have not submitted the MC before availing the leave, there is a possibility of treating this absence as LWP. Had you applied with MC and got approved, there is no possibility of denying salary.
Insufficient Leave Balance
Similarly, if you have insufficient balance in the SL account, this would have occurred. Check your leave account first.
