I am posted as a Personnel Officer in a Central PSU Iron Ore Mines in the state of Jharkhand. We have a full-fledged township providing accommodation to 500 employees and their dependents.
Although our mines and every other establishment are in the state of Jharkhand, we draw drinking water for our township from a river in the state of Odisha. Consequently, our drinking water supply pump house is located in Odisha.
Some antisocial elements from the neighboring villages of Odisha frequently disrupt our water supply by obstructing our employees from entering the pump house or by forcibly stopping the pump on certain demands. This situation causes suffering for our employees and their families.
Requesting Government Intervention for Water Supply Security
I want to know, can we request the State Government to enforce some law or notification regarding our pump house to prevent the forcible stoppage of its operation, as it is linked to the drinking water supply?

This is more of a criminal case. Have you approached civil police with written complaint and photographic evidence of anti social elements creating problems?

Addressing Trespassing Issues at the Pump House
This is a serious matter. Your General Manager of Mines or RMD Official should take up the matter with the Superintendent of Police (SP) and District Magistrate (DM) of Sundergarh/Keonjhar, as applicable. Your pump house must have a notice for barring "Trespass." Immediately lodge a First Information Report (FIR) at the local police station against the trespassers. The district administration may declare the area under Section 144, or you can move to court to seek direction on the matter.
I believe that your mines may be registered under Public Utility Service, which could help to some extent in case of any strike.
