Dear Aqua, all safety measures are required to be provided within the working area so that workers do not get any injuries. Refer to the Factory Act and Rules under Safety & Health of workers. Consider workers, especially newcomers, as children because they can touch, use, and access anything like children. Therefore, all moving parts in the factory should be kept covered or made unreachable to the workers.

Machine Guarding Requirements
As suggested by Mr. Gupta, providing safeguards to the rotating parts of the machine is a mandatory requirement of the State Factories Rules. Apart from this, there is an IS code existing, "IS 9474 - Machine Guarding," which in detail explains how the guarding should be done. In general, guards should be made in such a way that "even the fingers of a human do not come in contact with the point of operation."
