Developing HR Manuals for a Training Institute

Recently, I have joined an organization that provides training to BE graduates on Automation. Currently, there are no established HR policies or any organizational structure/culture in place. As the sole HR representative, I am tasked with developing all HR manuals and procedures. Could you please provide guidance on the essential components of an HR manual needed for a training institute?

First of all, develop the vision, mission, objectives, and goal statement for imparting training within the organization. It gives you a blueprint of your future course of action.

Find out in which areas people need training, develop curriculum policies and guidelines for the training program, and create content documents.

Also, develop guidelines for the trainer requirements if felt needed.
