Understanding FORM 3 Under the Shops & Establishments Act

One of my friends is working in a company that started its branch in Chennai. They come under the Shops & Establishments Act. When they approached the Labour officer, they were told to submit FORM 3. However, separate registration is not required in Tamil Nadu under the Shops & Establishments Act. Moreover, there is no such form (FORM 3) under the Tamil Nadu Shops & Establishments Act. Please share your thoughts on what exactly FORM 3 is and what they mean.

FORM -3 mentioned would be under TN National & Festival Holiday Act which is necessary to declare 4 festival days as holidays for the organization in existence.

Dear friends,

Attached is a registration copy of our establishment, including the sales tax TIN number copy. You should submit copies of FROM 1 & 2 first to your labor officer. After 15 days, they will provide the approval copy of FROM 3.

FROM 1, 2, and 3 are attached for your reference.
