Details of Basic Salary in Scale II:

What I understand is that you have reached the maximum of Scale-II in November 2011 after forgoing one increment for one year and thereafter receiving your normal increments on the anniversary date of your increment, which is in November. I would like to clarify that a stagnation increment is different from a normal increment. A normal increment is granted to an officer every year on the anniversary date of his increment, and in your case, it is November. After receiving such normal increments annually and also after serving the penalty, you reached the maximum of the scale in November 2011 (after receiving your last increment in November 2011). Upon reaching the maximum of the scale, an officer employee is no longer eligible for normal increments, which were previously received annually. Instead, they become eligible for only stagnation increments.
As per the details provided by you, you must have received your first stagnation increment in November 2014 (not November 2004 as stated in your post) after a lapse of three years. Therefore, the second and third stagnation increments are due on the following dates:
1. 1st stagnation increment: November 2017
2. 2nd stagnation increment: November 2020
