Very confusing question.
Govt has one of the best HR wings even before private organizations started. They have written down policies, training manuals for everything, good training facilities, selection procedures based on aptitude, and good retention policies. Their performance appraisal system is good. Whether all these are properly used or not is debatable. But the fact of the matter is that the Government and Defense have some of the best HR departments that one can emulate in terms of policies and guidelines.
