You mentioned 'sending no-due clearance form with duplicate signature to the HR dept'--WHOSE duplicate signature? When the superior is signing the No-Dues form, wouldn't HE be signing it?

Agree with TS; information required to give a useful suggestion, is lacking.
When you have already terminated an employee; his No Dues clearance will be signed by his superior and sent to HR for onward transmission to Finance/accounts for his Full & Final settlement.
This is the normal and accepted procedure.
Do you mean to say that the signature of his superior are forged ??
There is no specific provision related to forged signatures under the Shops & Establishment Act.
