I am working in an NBFC, and we are planning to open a few branches in Jammu and Kashmir. Could you please confirm whether the Shops and Establishments Act is applicable in Jammu and Kashmir or not?

In India, most laws are applicable, except in Jammu and Kashmir, where they need to be signed for applicability. Therefore, first, you should verify if Jammu and Kashmir is covered under the Shops and Establishment Act.
