Dear All,

Please let me know whether Excise Registration is mandatory in Uttarakhand or not because Uttarakhand is an excise-free zone. If required, how much time will it take and what documents are needed? We are going to export material next month and still do not have excise registration.

If you are a manufacturer, you will require an Excise Registration Certificate, even though 100% EOU benefits you obtain.

The Registration Process

1. Fill the Form A1 Application (can be downloaded from [Central Board of Excise and Customs](http://www.cbec.gov.in))

2. The support for A1 generally includes:

- Certificate of Incorporation
- Memorandum & Articles of Association
- Copy of PAN (obtained/applied with IT Dept)
- Copy of Ground/Premises plan
- Copy of VAT or other Certificate
- List of Directors/Partners

You can approach the/Asst. Commissioner of the Central Excise and file the same. They will normally come for verification, and the Registration Certificate will be issued immediately (Max a week).

The Officers in the Central Excise Department will help you when you file the Application, and they will answer your queries too.

Moreover, for obtaining the Import Export License, you will have to approach the Zonal Jt. Director-General of Foreign Trade (Ministry of Commerce & Industry) and get the IEC Number.

I want a clarification. If an industry starts production before March 31st, 2010, in the state of Uttarakhand, it can avail 100% excise benefit. Can other capital equipment be added after March? Will the exemption remain? I was informed that if any other capital equipment or machinery is added in subsequent years, we cannot avail subsidy. Is this true?
