Is there anybody who can clarify the following two issues?

1. Whether restricted holidays rules are applicable only for the plant?
2. Whether any Zonal office can implement this procedure for smooth day-to-day operations?

I would also like to add one question to what Somnath has already mentioned. What about people on Contractual Employment - say, a yearly contract - are they entitled to the same benefits as an employee on the regular payroll of the company?
