The solution is as follows:
Fill the 19 Ltr Jar completely. POUR 7 LTR from JAR TO 13 LTR JAR. Then pour from the 19 LTR JAR to the 7 LTR JAR. Continue pouring 7 LTR from JAR to 13 LTR JAR, and repeat these steps until complete the following sequence:
7 LTR JAR to 13 LTR JAR
19 LTR JAR to 7 LTR JAR
7 LTR JAR to 13 LTR JAR
19 LTR JAR to 7 LTR JAR
7 LTR JAR to 13 LTR JAR
13 LTR JAR to 19 LTR JAR
7 LTR JAR to 13 LTR JAR
19 LTR JAR to 7 LTR JAR
7 LTR JAR to 13 LTR JAR
