As far as the HR Policy is concerned, it mainly depends upon the structure of the organization.
HR policies of an organization should be employee-friendly and aligned towards organizational goals.
If a company treats their employees as assets, then it needs to keep them happy. In a growing organization, their HR policies reflect training and development.
In other organizations where employees are treated as factors of production, there is less work for HR.
