The procedures will not be available in the Act, but for that, you have to refer to the Rules of the Act. Like any law, the Contract Labour (Regulation and Abolition) Central Rules 1970 shall contain procedures to be followed, the forms to be used, etc., in relation to the appointment of a contractor and engagement of contract labor.

Rule 17: Registration Under the CLRA Act

Rule 17 provides that for registering under the CLRA Act, the (Principal) employer should apply in Form 1. Form 1 shall contain particulars of Contractors, the activities in which the contract workers will be deployed (to determine whether the establishment is violating the provision that no contract labor be engaged in work of perennial nature), the maximum number of contract workers to be engaged on any day through each contractor, etc.

Rule 18: Registration Certificate Details

Rule 18 states that the Registration certificate shall be in Form 11. Form 11 (the RC) shall contain the names and addresses of the Contractors, the maximum number of workers to be employed by each of them on any day, the nature of work, etc. Rules 18(4) also provide that if there is any change required, the same shall be intimated to the Registrar within 30 days. Therefore, please go through the above Rules.
