If the apprentice is under any technical trade or designated trade that requires training in a factory facility, he cannot be placed in a corporate office where he will not be able to develop his skills. Since you receive reimbursement for part of the stipend paid, your decision to deploy the apprentice in a corporate office may lead to issues in the future. At the same time, you can have separate apprentices for the corporate office under optional trades. Why don't you opt for that?

Apprenticeship Requirements for Organizations

Normally, the number of apprentices that can be engaged in each trade is in proportion to the number of regular employees in the respective trade. Within a financial year, each establishment shall engage apprentices in a band of 2.5% to 15% of the total strength of the establishment. There are some designated trades, but you can have optional trades where you can have apprentices.
Please note that engaging apprentices should not be taken as a measure to reduce costs. Apprentices are learners, and there are some restrictions on their employment, with regard to hours of work, overtime working, etc.
