We run a manufacturing company registered under the Factory Act in Karnataka. Do we need to take separate registration for the workers from the labor department? Are there any guidelines, government rules, or orders available? Please confirm.

What do you mean by separate registration? When the Factories Act and the Rules framed under that Act are applicable, your establishment will be covered under the same. When you are covered under the Factories Act, your employees will automatically get the benefits of welfare, security, and health measures as provided under the Act. In addition, specific registration is not required for each worker. However, for coverage of other Acts, like the ESI Act, EPF & MP Act, etc., you have to initiate registrations separately following the respective Acts.
There is also a system of granting work permits/work cards to workers engaged in headload work within the factory in some states. This is meant only for laborers who are engaged in loading and unloading activities and to distinguish them from headload workers from outside the factory.

Thank you very much for the advice, it is very clear, I need to explain to one of the govt official, hence is any RULE/Notification in the FACTORY ACT, which I can submit to them to justify my claim.

The point raised by the government authority is not clear. Is it anything connected with the second part of my answer? Please clarify.

Being a manufacturing unit, you have already obtained a factory license under the Factories Act. If you are engaging any contract labor, you will be required to obtain a Registration Certificate from the labor department, and your contractor will need to get a license if they employ 10 or 20 laborers, as per the requirements of the state.
