I work in an HR advisory firm and am currently working on an assignment on employee policy in a small to medium-sized company (typical employee strength 100-200). The companies falling in the above category belong to the areas of patent litigation, patent portfolio analysis, technology research, technology litigation support, and IP. Can you please provide me with some information regarding the same?

I did not understand the "Key Associate Exception on reinstatement" part of the document. What is the reason why you would refuse to reinstate a 'Key associate'? Shouldn't they be more valued and wanted back in the organization?
I am assuming this is not for an Indian company because many of the rules are different from legal requirements here. Furthermore, for the USA, please refer to the state where the employees are based because the state labor codes are different, and some things may be disallowed in a particular state.
