Performance Management System for a Trading & Distribution Company

I have a development talk, which is just a format to complete at the start of every year. I want to focus on areas of improvement to make each employee result-oriented. Along with organizational growth, I want to provide exposure to employees for career growth as well. What type of system can be developed for this form of PMS in a sales-oriented company?
