State the facts properly. Did they take money or a fine from him and leave him? If an FIR is registered, how can the police impose a fine? If an FIR is registered, he has to appear in court mandatorily. You are saying the chargesheet has been sent to the court. Has it been sent to the court? Drinking and driving is a serious offense, and the police cannot issue a spot fine. So please confirm whether they took a fine from him and still submitted the chargesheet to the court.
