When a candidate is working at a 'Senior Manager' position in another firm, can we hire them at the Assistant General Manager designation, or is there any other designation that can be used? Is 'AGM' senior to the 'Senior Manager' level? Please advise.

Depending on your hierarchy, you can appoint either at the same level, i.e., Senior Manager, or at the next level as Assistant General Manager. AGM is certainly a higher designation than Senior Manager.
