On passing out from IIT Chennai, Mr. Narayanaswamy was offered a scholarship by the prestigious Massachusetts Institute of Technology, USA. He, who came from a middle-class family, believed that he had a moral obligation to give something in return for the lakhs of rupees the government spent on him as an IIT student. He had the intelligence and conviction to realize that this money also came from the poorest of the poor - who pay up the excise duty on textiles when they buy cloth, who pay up customs, excise, and sales tax on diesel when they travel in a bus, and in numerous other ways indirectly pay the government. So, he decided to join IAS hoping he could do something for the people of this country. How many young men have the willpower to resist such an offer from the USA? Narayanaswamy never looked at IAS as a black money spinner as his later life bears testimony to this fact.

After a decade of meritorious service in IAS, today, Narayanaswamy is being forced out of the IAS profession. Do you know why?

A real estate agent wanted to fill up a paddy field which is banned under law. An application came up before Narayanaswamy, who was a sub-collector at the time, for an exemption from this rule for this plot of land. Upon visiting the site, he found that the complaint from 60 poor families that they will face waterlogging due to the wastewater from a nearby Government Medical College if this paddy field was filled up was correct. Narayanaswamy came under intense political pressure but he did what was right - refused permission for filling up the paddy field. That was his first confrontation with politicians.

Soon after his marriage, his father-in-law closed down a public road to build a compound wall for his plot of land. People approached Narayanaswamy with a complaint.

When talking with his own father-in-law did not help, he removed the obstructing wall with police help. The result, his marriage broke up.

As district Collector, he raided the house of a liquor baron who had defaulted on Rupees 11 crores payment to the government and carried out revenue recovery. A Minister directly telephoned him and ordered to return the forfeited articles to the house of the liquor baron. Narayanaswamy politely replied that it is difficult. The minister replied that Narayanaswamy will suffer.

In his district, it was a practice to collect crores of rupees for earthen bunds meant for poor farmers, but which were never constructed. A bill for rupees 8 crores came up before Narayanaswamy. He inspected the bund. He found it very weak and said that he will pass the bill after the rainy season to ensure that the bund served the purpose. As expected, the earthen bund was too weak to stand the rain and it disappeared in the rain. But he created a lot of enemies for saving 8 crores of public money. The net result of all such unholy activities was that he was asked to go on leave by the government. Later such an illustrious officer was posted as "State Coordinator, Quality Improvement Programme for Schools". This is what the politician will do to an honest officer with backbone - post him in the most powerless position to teach him a lesson. Since he found that nothing can be achieved for the people if he continued with the State Service he opted for central service. But that too was denied on some technical ground.

What will you do when you have a brilliant computer career anywhere in the world you choose with the backing of several advanced technical papers too published in international journals to your credit?

When you are powerless to do anything for the people, why should you waste your life as the Coordinator for a Schools Programme?

Mr. Narayanaswamy is on the verge of leaving IAS to go to Paris to take up a well-paid United Nations assignment. The politicians can laugh thinking another obstacle has been removed. But it is the helpless people of this country who will lose - not Narayanaswamy. But you have the power to support capable and honest bureaucrats like Narayanaswamy, G.R. Khairnar and Alphons Kannamthanam who have suffered a lot under self-seeking politicians who rule us. You have even the power to replace such politicians with these kinds of people dedicated to the country. The question is will you do the little you can do NOW? At least a vote or word in support of such personalities?

Hi Anita,

It is a really touching story. Previously, we have come across many such true stories, but the reality is that people read and forget, and never take any action towards the same. The whole system is corrupted by people in power who utilize the system for their own selfish motives.

When talking about India, we feel very sentimental, patriotic, and raise an eyebrow when our highly qualified professionals move out of the country for better placements. But we never realize the situations and hard realities which force them to take such steps. It is high time we should realize our strength and put an end to these kinds of corrupt practices by politicians and save many more "Raju Narayanaswamy's from the wrath of mean politicians.

It is true that it is not a one-day task but "a long journey starts with the single first step which one daringly undertakes."

There have been several such cases where honest officers have been punished by these corrupt politicians for their honesty. Really, only God knows where we are heading for. It's a very painful situation for the nation and for society.

I would not say it's a good story at all. It's an eye-opener. We watch some movies on this subject, debate for a while, and then leave off. But we must stand and fight for the same when it comes to reality.

I think India cannot afford to have more Raju Narayanaswamy's like this. But where to start? How to go about it?

The article is excellent. There are so many stories that are not coming to light. Even though people had an idea to serve the nation, the other wing of politicians doesn't allow them to do so. Many times this is causing frustration, and as a result of frustration, brain drain the good old concept.

I say I am proud of my country for its rich heritage and culture, and at the same time, I am ashamed of the political standards and their behavior. Knowing all this, we still give votes to such people who don't even know how to serve the nation. I don't say all are the same, but I say most are the same.

It is all in the hands of the youth whether they will stand against truth and honesty to be a true Indian and live with pride or bend in front of such mean people and live a shameful life.

Hello Anita,

Raju Narayanaswamy has defied the age-old bureaucratic rule of becoming a puppet in the hands of unscrupulous politicians. His intention was laudable in giving back to society the benefits of his education. After all, he too is a human being. He should quit IAS and either join a research institute as he is a genius or start up a software company promoting Linux. This should be a befitting reply to the political shenanigans.

P.S. - This is happening in Kerala where they boast of 100% literacy with proletarian communists and the National Party Congress sharing power respectively every 5 years.

All I can say is HATS-OFF; in fact, we have many [B][COLOR=#8b0000]Narayanaswamy's in India trying to change the system but unfortunately they become the victims, so either they have to change or they will be changed. If we go deeper, it's a question of every individual in this republic India has to think. To be honest, when we read such messages, we are getting so emotional and just post our views rather than working on the basics. These are the factors that keep the youngsters away from politics even if they intend to get in. If we are looking for changes the way we want, I think it's time that we respond rather than react to the situation because that can provide solutions. Jai Hind.

Good article, Anitha. This is how our political system functions. I don't have any words to describe the Indian political system, which is ruled by money-minded people. They are least bothered about the country.

It is we who are making the mistakes and contributing to the development of those useless people.

When you think about your circle, you have many friends, both good and bad. You may feel like their behavior is just their nature, and you tend to overlook it, which in turn is detrimental to the entire nation.

How many people truly consider that politicians, real estate agents, etc., could be someone they knew in the past - a friend, colleague, or roommate - and had insights about them beforehand?

We often fail to initiate the change when needed and instead allow things to unfold. This passive approach is not the correct way to address issues. Merely commenting on the state of affairs in India's political scenario is insufficient. Rather, focus on resolving your problems and helping your neighbors; this alone can bring about significant change.

There is a story:

Once, there was a man who aspired to bring about societal change, but his efforts failed after a few years. He then attempted to transform his town, which also ended in failure. Subsequently, he tried to instigate change among his neighbors, but that too was unsuccessful. Finally, he aimed to influence his family members positively, but those efforts were in vain as well. Eventually, he realized that true change begins with oneself. However, by the time he comprehended this, he was bedridden, unable to act.

Therefore, it is crucial to reflect on oneself first and initiate change from within. The results will follow suit.

In technical terms:

Use a bottom-up approach instead of a top-down approach.

Hi Anita,

Thanks for posting this and letting us know. It's really a shame that brilliant IAS officers who want to serve the nation have to suffer due to these politicians and corrupt individuals.

Please let us know if we can start a blog or create a signature campaign to show support. As suggested, reporting to media channels would also be beneficial.

The only thing to consider is that in doing this, we need to obtain Mr. Narayanswamy's permission so that he does not face any trouble from unwanted elements and the media if he does not wish to.

Dear All,

Sri Raju Narayanaswamy IAS is a real jewel, and at least 50 ministers with such rare quality in our government can change the course of our country. This election, let us test Swabhimaan Bharat and vote them to power, as I am sure if SB does even 50% of what their agenda is, then India will be growing at 20%, and soon poverty will be yesterday's story. It is very sad that an illiterate or a person with criminal cases is in power, and we can't do anything. There should be only two parties and a negative vote counting system to clean up the mess, and good candidates like Sri. Narayanaswamy must run for election. I wish this dream comes true for our great nation.

Mr. Narayanaswamy, a great mind, an honest human being. Honesty paid him honor. People like him, respect him, and will respect him forever. Politicians! CRAP. The whole system needs to be replaced because from top to bottom, everyone is corrupt. The general public thinks, "What contribution can 'I' alone make for the improvement of the system?" However, what I think is, you should at least start today or tomorrow; others will follow you. But the major thing is to START the thing/process. Remember, ROME WAS NOT BUILT IN A DAY. Is he the first officer of this type? Do you think that this will be the last of such cases? How many people have voted till date? Have TATA Tea and relax. Many have gone. Nobody has the courtesy to prevent such cases in the future. It is good for Mr. R. Naranaswamy to have his life his own way. Indeed, this is a post that every Indian should go through, and it would be a pleasure if we could do something positive for Mr. Narayanaswamy. We only choose politicians who are selfish and prioritize profit over the well-being of the people. They show no concern for the suffering and deaths of individuals; instead, they focus on their own enjoyment.

Due to such corrupt politicians, talented individuals are moving to other countries to accomplish their goals. Only after achieving success and recognition abroad are they praised as Indians. This situation is truly disheartening. We have exceptional individuals among us, yet we do not support their growth; instead, we hinder their progress.

There are many more videos available on YouTube. It's a pleasure to have such an individual among us. Of course, every state has such personalities, to name a few, Mr. Sahayam, IAS, Govt. of TN, who was appointed to inquire into the billion-dollar granite scam case in TN and was transferred more than 23 times in his around 25 years career after his IAS pass. Then there is Mr. Umashankar, IAS, who was involved in revolutionizing the education system in TN but was repeatedly transferred to various postings, and the list goes on.

Scores of brilliant men and women refuse Administrative Services to avoid the ignominy of serving corrupt individuals, the politicians/ministers, and MLA/MPs. After all, they are paid only a paltry salary compared to lucrative IT jobs that start paying freshers over a lakh. Who cares in this country? People often vote for a quarter of liquor and a briyani packet. This trend is omnipresent all over the country. Unless the electorate becomes more aware, this country will continue to elect such individuals. Recently, in the elections for 5 state assemblies, an EVM was thrown in the street before the votes were counted, but there is no report in the media about the fate of that EVM.

My own experience was not as illustrious as Mr. Raju's, but I managed decent academics and left a CPSU on VRS. During my 31 years of service with this CPSU, I faced many challenges. By the time I quit, I had confronted a scam involving 7 crores worth of PF money invested by my predecessors in a letter pad company unlawfully. When I took over, I uncovered this scam, but the SP refused to register an FIR when I went to the police, prompting me to send it by registered post. With the intervention of my Board, a case was registered. Surprisingly, the CBI already had a prima facie report on this, which was not disclosed to me. Faced with vested interests both inside and outside, I eventually had to take VRS. The irony in my situation was that my gratuity was withheld under the pretext of why I didn't prevent the scam before it occurred. My Full and Final settlement was released only after I strongly pursued the matter with my Board and Ministry, involving all parties. In the end, my successors did not respond in the Sessions court, and the case was dismissed due to lack of evidence against the accused, and the company chose not to appeal. The government compensated the unrecovered invested money. This is my story. Corruption will persist until the end of time.
