Neither the Act nor the Rules define the spatial limit within which the first-aid box is to be kept. The logic dictates that it should be stored at the workplace itself where the manufacturing process takes place. It should be clearly marked in red ink against a white background to ensure it is conspicuous and easily accessible when needed.

Placement of First-Aid Box in the Workplace

The first-aid box should always be kept at a place within reach in the premises where 50-100 workers work at a time. There is no specific stipulation of distance.

The first-aid box or cupboard shall be kept in the charge of a responsible person [who holds a certificate in first-aid treatment recognized by the State Government] and who shall always be readily available during the working hours of the factory.

Contents of First-Aid Cupboards at the Workplace

First-aid cupboards at the workplace should be equipped with the prescribed contents:
- Plasters in a variety of different sizes and shapes: small, medium, and large sterile gauze dressings
- At least two sterile eye dressings
- Triangular bandages
- Crepe rolled bandages
- Safety pins
- Disposable sterile gloves
- Tweezers
- Scissors
- Alcohol-free cleansing wipes
- Sticky tape
- Thermometer
- Skin rash cream, such as hydrocortisone or calendula
- Cream or spray to relieve insect bites and stings
- Antiseptic cream
- Painkillers such as paracetamol
- Antihistamine tablets
- Distilled water for cleaning wounds
- Eye wash and eye bath

The number of such boxes or cupboards to be provided and maintained shall not be less than one for every one hundred and fifty workers ordinarily employed.

First Aid Box Placement and Requirements

First aid boxes should be prominently displayed with the name of the person holding the box. The nearby hospital name should also be displayed. The basic idea is that when the need arises, people should not be running around searching for it.

Section 45: First-aid Appliances

(1) There shall be provided and maintained in every factory, so as to be readily accessible during all working hours, first-aid boxes or cupboards equipped with the prescribed contents. The number of such boxes or cupboards to be provided and maintained shall not be less than one for every one hundred and fifty workers ordinarily employed at any one time in the factory.

(2) Nothing except the prescribed contents shall be kept in a first-aid box or cupboard.

Schedule VI: Equipment Required for a First-Aid Box or Cupboard [See Regulation 101 (3)]

(i) Twenty-four small sterilized dressings.
(ii) Twelve medium-sized sterilized dressings.
(iii) Twelve large-sized sterilized dressings.
(iv) Twelve large-sized sterilized burn dressings.
(v) Twelve (15g) packets of sterilized cotton wool.
(vi) One (200ml) bottle of cetrimide solution (1 percent) or a suitable antiseptic solution.
(vii) One (200ml) bottle of mercurochrome (2 percent) solution in water.
(viii) One (200ml) bottle of sal-volatile having the dose and mode of administration indicated on the label.
(ix) One pair of scissors.
(x) One roll of adhesive plaster (6cm x 1 in).
(xi) Two rolls of adhesive plaster (2cm x 1 in).
(xii) Twelve pieces of sterilized eye pads in separate sealed packets.
(xiii) A bottle containing 100 tablets (each of 325mg) of aspirin or any other analgesic.
(xiv) One polythene wash bottle (500cc) for washing eyes.
(xv) Twelve roller bandages 10 cm wide.
(xvi) Twelve roller bandages 5 cm wide.
(xvii) Six triangular bandages.
(xviii) One tourniquet.
(xix) A supply of suitable splints.
(xx) Two packets of safety pins.
(xxi) Kidney tray.
(xxii) A snake-bite lancet.
(xxiii) One (30ml) bottle containing potassium permanganate crystals.
(xxiv) One copy of a first-aid leaflet issued by the Directorate General of Factory Advice Service and Labour Institutes, Government of India, Bombay.

(3) Each first-aid box or cupboard shall be kept in the charge of a separate responsible person who holds a certificate in first-aid treatment recognized by the State Government and who shall always be readily available during the working hours of the factory.

(4) In every factory wherein more than five hundred workers are ordinarily employed, there shall be provided and maintained an ambulance room of the prescribed size, containing the prescribed equipment and in the charge of such medical and nursing staff as may be prescribed, and those facilities shall always be made readily available during the working hours of the factory.
