Dear All,

Please confirm if lift installation is required for a material lift or not? We are not using the lift for any passengers, not even for the operator. The operator will be using the stairs. Kindly provide me with your valuable input on this.

Vinod Yadav

Dear Vinod,

What do you mean by: "lift installation required for material lift or not?" If it is not installed, then how can you use it as a lift? If I am not wrong, you are asking for the tests under the Factory Act for the material lift. According to the Factory Act/rules, they all fall under the purview of Section 28 of the FA (Hoists and Lifts). Therefore, we have to carry out necessary tests by competent persons.

Dear Vinod,

The Chief Inspector of Electrical will not provide an NOC or installation certificate. On what basis will he provide it?

You should obtain the Installation Certificate from the vendor (Lift Installer Agency) and conduct the necessary tests according to the Factories Act by a competent person.

As per Gujarat Lift & Escalators Rules, all lifts require a license, even for the goods lift with a counterweight mechanism, but not for a cage hoist operated without a counterweight. Additionally, the license will be issued by the Chief Electrical Inspector - Electricity Department.
