If contract license 1970 has expired, is it possible to renew that license? If yes, what is the procedure? Otherwise, do we need to apply for a new contract license 1970? In any case, we require the contract license 1970. Please clarify.

Merely expired does not fetch any reply. When it got expired, and what was the reason for non-renewal? In that period, was any contract in force or not? These are the main points to be put by the labor commissioner.
I do not understand the question, especially the reference to 1970. Is that the year or the number of contract workers? What exactly is the problem? Please explain in detail, keeping in mind that we do not have the context which you obviously know.

2. What was the reason for non-renewal?
Ans.: Work is almost completed. However, the client has not yet provided the SITE CLEARANCE CERTIFICATE, resulting in pending final bills. Currently, there are around 20 employees with no major work on-site, only some touch-up work. To obtain the SITE CLEARANCE CERTIFICATE, we need to renew the license.
3. During that period, was any contract in force or not?
Ans.: Only the attached contract copy was in force, no others.

Vendor registration renewal was due 90 days prior to expiry; however, they can submit the renewal application right now. The department may ask for a small clarification from the vendor for making the application delay and put the above reply with an additional clause. The site is in a remote location, and the owner was busy at the site, so the delay in the application of renewal may be condoned. Natural grounds are justified everywhere; however, the department mostly allows the same with some penalty.

On the same security deposit, please fill in details, pay the challan online, get a print of documents, and approach the labor office for the authority's signature on the License. They will take the expired license and return the renewed license to you for your management.

Dear Mr. Thirumurugan,
As per Rule 29(2) of the AP Contract Labour (R&A) Rules 1971, the application for the renewal of the Contract license shall be made not less than thirty days before the license expires. In case of a delay, twenty-five percent in excess of the ordinary fee shall be payable. Even in such cases, the Licensing officer may reduce or waive the excess fee.
