Hi PL, SL & CL are part of the leave policy. Holidays for the calendar year shall be selected from the list of govt declared holidays from the enclosed document. Don’t mix-up both together

PL/EL is calculated as 1 for every 20 days worked in previous calendar year & SL is 10 days an year. CL is optional

Don't club EL/PL, SL, CL in the holiday calendar for the year 2016. Just declare the list of holidays: 5 national and 5 festival holidays. 10 holidays are mandatory. This year, some holidays fall on Sundays, but you have the option of choosing other holidays to compensate for the leaves falling on Sundays. And please file the holiday return to the labor officer of your circle by the 31st of December 2015.
