I am working for a manufacturing company. I wanted to have clarity on the following two conditions:
1. Do office boys (Admin Dept) come under the blue-collar category?
2. If we are providing them with a uniform for office use, should a washing allowance be a mandatory component in their gross salary?

There is no law that says to provide a washing allowance for blue-collar or white-collar workers. It is a customary allowance granted in the case of the issue of uniforms to staff and workmen. In your case, it is left to you to create a new allowance or continue with your existing pay structure.
