We are confirmed non-teaching employees in a CBSE-affiliated school, working under different pay scales of the Punjab Government. We receive DA (as per State Government), a fixed Medical Allowance of Rs. 250/-, and an HRA allowance of 5% of the basic pay.
Questions Regarding Pay Scales and Allowances
1. Is it possible for a CBSE-affiliated private unaided school to have teaching staff drawing their salaries as per Central Government pay scales and non-teaching staff as per State Government pay scales within the same institution?
2. Can a CBSE-affiliated private unaided school permanently stop or freeze the pay scales, Dearness Allowance, and annual increments for all non-teaching staff who are on prescribed State Government pay scales until retirement?
3. What is the retirement age for all teaching and non-teaching staff in a CBSE-affiliated private unaided school? Can the retirement age differ for teaching and non-teaching staff within the same institution?
4. Can a consolidated salary be permanently fixed for confirmed employees who were previously receiving salaries according to prescribed pay scales?
5. Can a CBSE-affiliated school change service rules other than those prescribed by CBSE once they have been signed by both parties in an agreement form?
6. Can the Minimum Wages Act be implemented in CBSE-affiliated private unaided schools for all non-teaching staff who already receive pay scales, Dearness Allowance, etc.?
7. In which category (teaching or non-teaching) do the positions of Principal, Head Mistress, and Librarian fall in a CBSE-affiliated senior secondary school?
8. If any CBSE-affiliated private unaided senior secondary school does the same, what steps should be taken, and how would CBSE assist as an authority?
Please provide a photocopy of the relevant document or rule, if any, in support of the above information. Please advise.
Regards.
