I have been working as an ISO consultant for various standards for the past 5 years. I don't think that there is any specific responsibility designed in the ISO standard for any particular department. The consultant will appoint a Management Representative (M.R.) from your organization during the consultancy and documentation phase to implement the entire standards. Only the M.R. shall be responsible for responding to certification audits, interacting with auditors, and providing all the necessary documents and formats demanded during the certification audit.

With due respect to your experience in the field, I slightly disagree with your comment. Why is the MR (Management Representative) solely responsible for auditing? For any organization to obtain IMS (Integrated Management System), a lot of work is required. It is a collective effort of all the departments within the organization, leading to a successful audit and helping in obtaining certification. The MR alone cannot maintain all the documents needed for certification.

When it comes to our organization, competency development through training is the responsibility of HRD (Human Resource Development). They must keep all the relevant documents required under clause 4.4.2 Competence, Training, and Awareness of ISO 14001-2004.
