According to rule 62(4) of the Industrial Dispute (Bombay) Rules 1957, where a settlement is reached between an employer and his workmen otherwise than during conciliation proceedings before a Board or a Conciliation Officer, the parties to the settlement shall jointly send a copy thereof to:
1. The Secretary to the Government of Maharashtra, Industries and Labour Department, Mumbai;
2. The Commissioner of Labour, Mumbai;
3. The Deputy Commissioner of Labour (Administration), Mumbai, or the Deputy Commissioner of Labour, Poona, or the Deputy Commissioner of Labour, Nagpur; and
4. The Conciliation Officer concerned.

1. The Central Government;
2. The Chief Labour Commissioner (Central), New Delhi;
3. The Regional Labour Commissioner (Central); and
4. The Assistant Labour Commissioner (Central) concerned.
I suppose you are from Mumbai. If your appropriate Government is central, then you need to follow the Central rules, and if your appropriate Government is Maharashtra, then you need to follow the Mumbai rules.
